It will be seen that the Viceroy of Canton has promised in the stereotyped form that at the time of trial (of the prisoners) orders will, as usual, be given not to employ torture in their examination, and this engagement would appear to satisfy the requirements of Lord Kimberley's despatch No. 191 of 5th September, 1882, and of Lord Granville's despatch annexed thereto. It will be recollected, however, that Mr. Hewlett, Her Majesty's Consul at Canton, has stated at a subsequent date.
